A lifeline consumer is a residential electricity user with very low monthly consumption. Pakistan's tariff structure gives this group the lowest per-unit rate so that the poorest households can afford basic lighting and fans.

Who qualifies as lifeline?

Lifeline status depends on consistently low consumption on a single-phase residential (A-1) connection. Traditionally the limit has been up to 50 units per month; some government relief decisions have referred to households using up to 100 units. The exact limit and conditions are set in the current tariff notification, so check the latest rules or ask your DISCO.

Benefits of lifeline status

What happens if you cross the limit?

If consumption goes above the lifeline limit, the household moves to the normal residential slabs (protected or unprotected, depending on the last six months). A single high month can therefore raise the bill noticeably.

Typical lifeline household

A small home with LED lights, one or two fans, a mobile phone charger and perhaps a small fridge can stay under 50–100 units in moderate months. For example:

A refrigerator alone can use 30–60 units or more, depending on its age and size.

Tips to remain a lifeline consumer

Checking your category

Your bill's tariff and slab section, along with the 12-month history, shows whether you are being billed as lifeline. If you believe you qualify but are billed at a higher rate, take your bills to the DISCO sub-division and ask for review.
