Interior Sindh is served by two electricity distribution companies: HESCO (Hyderabad Electric Supply Company) and SEPCO (Sukkur Electric Power Company). HESCO covers Hyderabad and southern districts such as Thatta, Badin, Mirpurkhas, Tharparkar and Sanghar. SEPCO, which was separated from HESCO, covers northern Sindh including Sukkur, Larkana, Jacobabad, Shikarpur, Khairpur and Ghotki. Karachi is not part of either company; it is served by K-Electric, which has its own billing system.
Both companies follow the same national tariff structure set by NEPRA, so their bills are calculated the same way. Rates change over time, so verify current figures through official notifications.
Understanding the bill layout
HESCO and SEPCO bills show:
- Reference number (14 digits) and consumer ID
- Tariff code — A-1 residential, A-2 commercial, B industrial, D agricultural
- Sanctioned load, meter number and reading dates
- Units consumed and 12-month consumption history
- Charges, adjustments, taxes, arrears and the amount payable before and after the due date
How the electricity charge is calculated
Residential consumers are charged by slab. If you used 200 units or less in each of the last six months, you are a protected consumer with lower rates in the first slabs. If not, non-protected rates apply, and the rate increases as consumption moves into higher slabs.
Upper Sindh, particularly Jacobabad and Sukkur, has some of the highest summer temperatures in the world, so cooling demand is very high from April to September. Many households in these areas cross into higher slabs during summer.
Adjustments
- FPA: monthly fuel price adjustment approved by NEPRA, applied per unit.
- QTA: quarterly adjustment for capacity payments and other costs.
- Deferred or previous adjustments may appear separately when approved.
Taxes and charges
- GST on the electricity value.
- Income tax, further tax and extra tax for eligible commercial and industrial consumers, especially those not on the Active Taxpayer List.
- Electricity duty and PTV fee were removed from electricity bill collection in 2025.
Arrears, average billing and detection
Some feeders in HESCO and SEPCO areas have high losses and low recovery. Consumers sometimes receive average or estimated bills when a reading is not taken, or detection bills after inspections. If your bill does not match your meter:
- Take a clear, dated photo of the meter reading.
- Submit a written complaint at the sub-division office with your bill and CNIC copy.
- Ask for correction before the due date to avoid surcharge.
- Call 118 to register a complaint.
Agricultural consumers
Agricultural tube-well connections in Sindh are billed under the D tariff and may receive special packages announced by the government. Check notifications for your category and keep track of meter readings, especially during sowing seasons.
Tips to manage your bill
- Use inverter ACs and keep rooms shaded during the day.
- Use LEDs and efficient fans.
- Avoid crossing 200 units in moderate months to keep protected status.
- Keep receipts of all paid bills in case arrears are wrongly shown.
