FESCO (Faisalabad Electric Supply Company) supplies electricity to Faisalabad, Jhang, Toba Tek Singh, Chiniot, Sargodha, Khushab, Mianwali and Bhakkar. Faisalabad is a major industrial city, especially for textiles and power looms, so FESCO has a large share of small industrial and commercial consumers alongside residential homes. This guide explains how a FESCO bill is calculated and which taxes and adjustments you are likely to see.
Tariff rates and tax rules are revised regularly. Treat the explanation below as a guide to the structure of the bill, and confirm current rates with official notifications.
Key information printed on a FESCO bill
- Reference number: 14 digits, needed to check a duplicate bill online.
- Tariff code: A-1 (residential), A-2 (commercial), B-1/B-2 (industrial), D (agriculture).
- Sanctioned load (kW) and meter type (single phase, three phase, or time-of-use).
- Reading dates, previous/present readings and units consumed.
- 12-month history of units and bill amounts.
How the energy charge is calculated
For residential consumers, the energy charge depends on units and protected status:
- If you used 200 units or less in each of the last six months, you are a protected consumer with lower rates for the first slabs.
- Otherwise, you are non-protected and higher slab rates apply as consumption rises.
For commercial and industrial consumers with time-of-use (TOU) meters, units are split into peak and off-peak hours, each with its own rate. Power loom owners can reduce costs significantly by shifting operation to off-peak hours where possible.
Fixed charges
Some categories, especially industrial and larger commercial connections, pay a fixed charge based on sanctioned load or maximum demand (MDI). If MDI is higher than sanctioned load repeatedly, you may face penalties or be asked to extend load.
Adjustments: FPA, QTA and others
- FPA: monthly fuel price adjustment approved by NEPRA, applied per unit.
- QTA: quarterly adjustment for capacity and other costs.
- Previous adjustments / deferred amounts: if the government spreads an adjustment over several months, it appears as a separate line.
Taxes on FESCO bills
- GST on the electricity value.
- Income tax on commercial and industrial bills above thresholds (adjustable for filers).
- Further tax / extra tax where the consumer does not have a sales tax registration or is not on the Active Taxpayer List.
- Electricity duty and PTV fee: both were removed from bill collection in 2025.
Industrial consumers who are registered for sales tax should make sure their STRN is linked to their connection, otherwise they may be charged additional taxes.
Example: small shop on A-2 tariff
A shop using 400 units is charged the commercial rate for those units, plus any fixed charge, plus FPA/QTA, then GST and income tax if applicable. If the owner is not on the Active Taxpayer List, extra tax may be added, so becoming a filer can reduce the bill.
How to reduce your FESCO bill
- Run motors and looms off-peak where you have a TOU meter.
- Install capacitor banks on industrial connections to improve power factor (low power factor can attract penalties).
- At home, aim to stay protected by keeping monthly units at 200 or below in cooler months.
- Replace old fans with DC/inverter fans and old bulbs with LEDs.
